For foreign companies and entities, the least expensive and most common way to establish a permanent presence in
China is to register a representative office in country.
A Representative office in China is permitted to conduct consulting, liaison, market research and co-ordination type work.
When considering this option, you must consider one question: do you need to invoice your clients locally?
The reason is that as a representative office, the entity is not allowed to sign contracts and collect money locally and thus not allowed to invoice locally. If your clients in China can accept you invoicing them directly from your companies or entities registered home country in a foreign currency, then to register a representative office in China would be your first choice, as it is the simplest and most inexpensive model upon which to commence business in China.
If you require to invoice locally in RMB (Chinese currency), then you should consider registering a Joint Venture or a WFOE (Wholly Foreign-owned Enterprise).
